Appium without internet

I use appium on windows 7/10 and android.
When I try using appium 1.6.4v without internet - I get the message : "Could not connect to server; are you sure it's running?‏"
Does it require connect to internet?
At previous, with 1.4.13.1 version I success do it

never tired but maybe it is needed just some IP set. try to connect to any router without internet. router will assign IP but internet still be missing.
